HRD Strategy

The government of Barbados with the support of the European Union, the Caribbean Development Bank and the Inter-American Development Bank embarked on a Human Resource Development Strategy for Barbados to transform the competitiveness of its workforce and empower Barbadians.

The Ministry of Labour, Social Security and Human Resource Development in Collaboration with the Ministry of Education, Science, Technology and Innovation is responsible for the strategy. All together these two ministries aim to drive sustainable growth and improve business effeciency through the strategy and its components.

The HRD Strategy as it is referred to, adopts a holistic approach to human resource development with a keen focus on:

Creating an enabling environment for human resource development through institutional strengthening and capacity building;
Developing an internationally recognized national qualification framework;
Developing demand driven professional advancement and training services;
Rationalizing of knowledge management systems and improved information access;
and
Enhancing research to improve innovation, entrepreneurship and development capacity.

The Skills for the Future Programme falls within this HRD strategy and focuses on the advancement and improvement of the educational product.
